The PV Incentive Program has allocated all of its funding to potential projects, as of August 18, 2008. However, the Public Service Commission (PSC) is currently considering authorizing additional funds (SAPA process). For more information, click here.

WHAT IS THE SOLAR ELECTRIC INCENTIVE PROGRAM?

It’s an innovative program from the New York State Energy Research and Development Authority (NYSERDA) that provides cash incentives for the installation of new Solar Electric or Photovoltaic (PV) systems by Eligible Installers. Funding of approximately $13.8 million in incentives, through 2009, for the Solar Electric Incentive Program (“Program”) has been allocated by the New York State Renewable Portfolio Standard. Additional funding may be made available based on customer demand and program success. Incentives are granted on a first-come, first-served basis. Applications will be accepted through September 30, 2009, or until funds are fully committed, whichever comes first.

 

HOW DOES THE PROGRAM WORK?

The cash incentives are available for qualified systems and customers, through applications submitted to the Program by an “Eligible Installer.” Eligible Installers are those who have demonstrated technical competence in the PV field and who have signed written agreements with NYSERDA to abide by certain Program terms and conditions. The cash incentives are paid directly to the Eligible Installer, but must be passed on in full to the customers. A list of all Eligible Installers is available on NYSERDA’s website at www.powernaturally.org/Programs/Solar/Installerspv.asp?i=1.
Eligible Installers are responsible for preparing and submitting all necessary incentive paperwork to NYSERDA.
In general, incentives for a typical residential or commercial system cover approximately 40-45% of the installed cost of a PV System. For commercial systems, incentives may be combined with loan assistance from NYSERDA through the NY Energy $mart Loan FundSM to the extent available. Customers may also be eligible for New York State and federal tax credits.
PV installers, electricians, builders, and contractors with training and experience in designing and installing PV Systems are encouraged to submit applications to become Eligible Installers. Installers can apply for Eligible Installer status at any time while the program is open. Once approved, Eligible Installers can apply for financial incentives for PV Systems meeting the requirements of this Program.

GENERAL PROGRAM RULES - INCENTIVES

The following rules apply to the Program and the payment of incentives. Please read them carefully, as they affect the eligibility of the PV System for cash incentives from NYSERDA:

  • Incentives are only available for PV Systems installed by an Eligible Installer.
  • Incentives are paid directly to Eligible Installers, but must be passed on in the full amount to the customer.
  • Incentives will not be provided directly to customers purchasing or installing PV Systems.
  • Incentives are available for systems installed for qualified customers. Qualified customers are those who pay the Renewable Portfolio Standard (RPS)/Systems Benefits Charge (SBC) as part of their electricity bill.
  • Incentives are only available for new equipment and PV Systems that have not been installed (partially or completely) prior to NYSERDA approval of an incentive application submitted in accordance with the terms and conditions of this Program.
  • Incentives are capped based on a PV System size that produces no greater than 110% of the demonstrated annual electric use (i.e. past electric bills) for the site.

All potential system output losses (kilowatt hours or kWh generated after all equipment losses are applied) associated with shading, system orientation, tilt angle, etc., must be analyzed and detailed for each PV System by the Eligible Installers. If your system is shaded by trees, faces east or west, or is installed on a flat roof, the kWh output of your PV System will be less than ideal. All impacts on system output must be quantified and are considered during the review of applications submitted by the Eligible Installer. Incentives are reduced in proportion to output losses when losses from factors such as shading and orientation exceed 20% for a traditional PV System and 40% for building integrated PV Systems.

Incentive levels may be changed at any time while the incentive is open. Any revisions in the incentive or incentive levels will be posted on NYSERDA’s website.

Does Water 4 Gas Process Really Work?

Water4Gas is a technology based on splitting water on board a vehicle, and using the resulting gases not to drive the vehicle - but only to boost the efficiency of its combustion.

It is a Do-It-Yourself technology, specifically designed for beginners with no special tools and very limited budgets. A working system can be built at home with basic hand tools for $20-$100, installed in minutes and removed in seconds.

No modifications to the engine, computer or fuel injection systems, so any backyard mechanic can install it easily.

The technology is age old, over 91 years. All we’ve done is raise it from the dead and develop a simple structure based on low cost hardware. Although there is a myriad of hydrogen generating designs out there, ours is the simplest and also the safest for the beginner. The electrolyzer, bubbler and water reservoir have all been combined into one super-simple device.

Another advantage is the employment of coiled/spiraled electrode WIRES - rather than flat plates or spiraled plates. The magnetic vortex created by the coil assists water splitting, so we don’t need as much power from the car’s electrical system, thus simplifying the system even further and lowering its cost.

Three major factors work together to cause water splitting: direct current flowing through the electrode wires to the water, the magnetic vortex created by the shape of the electrodes, and the vacuum provided by the engine itself.

The effects of this technology is lowered emissions and improved mileage, simply due to a MORE COMPLETE COMBUSTION. Today’s internal combustion engines suffer from poor efficiency of 20%-25%, as any mechanic will tell you; 75%-80% of the gasoline, instead of being converted to forward motion, is instead converted to pollution and carbon deposits (unburned fuel), as well as heat (global warming), vibration and noise (knocking/pinging).

THE MAIN PROBLEM IS OVERSIZED FUEL DROPLETS IN THE MIXTURE. The Hydrogen, being such a small particle, hits a droplet, cuts it into smaller droplets and attaches itself to the smaller droplets. Now the finer, hydrogen-enhanced mixture, is capable of burning more thoroughly.

On top of improved performance, the engine steam-cleans itself every day, and the resulting effect is smoother and quieter operation. One of our staff was shocked when she checked her engine oil and was sure that her oil ran totally out. Actually what happened was that while she was expecting dark brown, dirty oil, the oil was actually so transparent that she could not see it on the dip stick. Her 20-year-old car is as smooth now (with our device on) as it was when she bought it 17 years ago.

Another lady “complained” that she could not hear the engine running…but to her surprise the car was still moving along.

Our technology is not capable of running a car on water alone. Our aim is not to replace gasoline but to enhance it - and open the door and the mind to the possibilities of waterfuel technology. With correct fine tuning we can double the mileage, rendering a new energy balance: half gasoline, half water. Very little water is used, in an economy car it’s around 2700 miles per gallon of distilled water, together with 4-6 teaspoons of household baking soda as catalyst. We have demonstrated many times that the fuel consumption of a 4-stroke generator can also be cut in half with our technology.

Not all cars, loads and driving conditions will gain the same, obviously. For ethical reasons we do not build up expectations for more than 10%-50% improvement in fuel economy, however we are getting daily success stories from experimenters who are seeing gains of 80%-100% in various vehicles. For some, significant economy gains inflict a revelation that something can be done about it, while for others it’s a life changing factor.

We sell books that teach EVERYTHING about the technology and how to manufacture it, as well as sponsoring a f’ree marketplace where sellers and buyers of actual systems can find each other and trade without interference and without any fees paid to us. Like in the Golden Age of Greece - no police, very little government.

What does it take to make Renewable Energy Economically Viable?

Workable energy resource requirements, Independent of being Renewable: 1)Energy available 24 hours a day, 7 days a week, and 365 days a year. 2)At retail level directly compete with energy resources for today’s activity - if not, sellable spin-off benefits to subsidize the cost. 3)Transportable 4)Technology available. 5)No more environmentally harmful than competing energy resources. 6)Supplies close enough to consumer that distribution losses due to capacity doesn’t become an issue. 7)Politicians that back any solution be able to explain it to their constituents. The area below the question wasn’t answering the question, but the breath of the question. I’ve heard you are brilliantly creative. Economically there is at least 1 item more disastrous than investing in renewable energy infrastructure, not having a replacement for fossil fuel. I don’t wish to taint your creativity with my solution. The governments have tryed thinking small with little addition to supply. I’ve gone the opposite route to change the economics of Renewable Energy. Please be as creative as the person was that during WW II came up with running the exhaust through aircraft feul tanks to mitigate possibily of explosition when shot.

To answer your primary question, it just needs to be less expensive than fossil fuels…oil in particular. 1. Very few “direct” renewable sources are available non-stop. A few would be tidal power, geothermal power and hydroelectric power. There are many “indirect” sources, such as biofuels (ethanol, biodiesel, methane) which are the process of extracting energy from materials. 2. Nothing is really practical (at this point) to compete. Oil is still too cheap. 3. Storage either in liquid fuel form or conversion to electricity offers the two easiest ways to move large amounts of energy. 4. There’s many viable technologies available today, but they are under continuous refinement to make them better, more efficient, less costy, and ultimately, more competitive 5. This one is always fun. Wind and hydroelectric don’t pollute, but one is blamed for killing migratory birds and the other is hated for destroying habitats surrounding rivers. Both offer the most promise as the next best source of energy compared to fossil fuels. 6. Well, this depends on whether the consumer is in an energy rich or energy poor area. If you live in an area where there’s ample sun, good wind, and/or rivers you can dam up, then you’re living close to where you can produce it. If you can’t produce enough energy from the sources immediately available to you, then you will either need to conserve more or import it. 7. Politicians are likely only going to back solutions that prove to be overwhelmingly beneficial to their constituents. You will get corn belt pols that back ethanol for the obvious positive economic impact that it will have on their areas. Likewise, wind in areas that it could prove beneficial. There is no one magic bullet for every energy need, that needs to be understood. Some sources will win over others, based on the application and its availability. But until oil gets more expensive (like over $100 per barrel) then most alternative sources just simply can’t economically compete with today’s renewable harnessing technology.

Does anyone know of grant programs to convert my older home to alternative energy?

 I am a substitute teacher on a limited income and we want to convert to residential solar panels and wind power if possible. The home was built in the 1920’s. Please only serious answers!

The first step is to weatherize (i nsulate ) your home there are grants in most cities to do this . Also there are renuable energy grants and tax credits for energy effecient heating , cooling & insulation through the end of 2007. One easy conversion is to install a solar water heater. Also consider passive solar space heating.

Can i use the inverter power to supply power to the battery charger?

I have a 3000w inverter with a 10 amps charger, 12v 800a battery.will i have continuous power?
Yes, you can power the battery charger from the inverter. And it will appear to work for a while. People actually do this, and are mystified when the battery runs down. Our basic understanding of thermodynamics is that energy is conserved. Both the inverter and charger generate heat. Thus, you will actually run down the battery by charging it, because the inverter uses more power than the charger puts out. The pwer lost comes out mostly as heat. Thus, for alternative energy, you need an energy source to charge your battery. So, no, you won’t have continous power by hooking the battery charger to the inverter, you will get a dead battery.
